Background Information

· San Francisco has one alcohol outlet for every 200 residents.
· San Francisco has the highest ratio of off-sale alcohol use per capita in California.
· Studies have shown a link between alcohol availability and violence, fatal car accidents, and other law violations.
· 44% of stores surveyed in less affluent neighborhoods in San Francisco, sold malt liquor and/or beer at a cheaper price than bottled water.

San Francisco Community Action Live (SF CAL), a citywide youth prevention council of the Youth Leadership Institute, advocates for healthy community changes in San Francisco. In 2001, SFCAL conducted research identifying alcohol outlets in San Francisco and documenting the impact on local communities.

In 2002, following their research and to raise community awareness of their findings, SF CAL developed an ad campaign, conducted community presentations and secured endorsements from community groups who share a commitment to promoting a healthy and safe San Francisco.

In 2004, San Francisco Board of Supervisor Sophie Maxwell sponsors the DAO and works with the City Attorneys Office.

In January 2006, the DAUO legislation was passed into law.

What are nuisance activities and how do they relate to me?

As a citizen you have the right to live and work in a peaceful environment free from illegal or harmful activities. The ordinance maintains that businesses that sell alcoholic beverages have a responsibility to ensure that nuisance activities which are illegal or harmful to the public and community do not occur in or immediately near the premises.

· Nuisance activities include, but are not limited to the following: disturbance of the peace, illegal sale of firearms, public drunkenness, drinking in public, harassment of passersby, gambling, prostitution, sale or receipt of stolen goods, theft, assaults or batteries.
· Based on the performance standards of the DAUO, off-sale alcohol premises/vendors are not to participate, or assist persons participating in any illegal activities in or around the licensed premises.

DAO Community Advisory Committee

How to get involved in the DAUO? Become an active community member and advocate for the DAO by participating in the DAO Community Advisory Committee (CAC). The CAC will provide guidance and recommendations on the implementation and outreach efforts of the DAO. If interested, please call San Francisco Department of Public Health at 581-2483.
